List the tags on a programme's KYC checks

GET/v1/kyc/check-tags

Requires an API client bearer token.

Every distinct tag any of the programme's KYC checks carries, sorted. A workflow terminal sets a check's tags when it leaves collecting; filter the check list by one with `GET /v1/kyc/checks?tag=`.
